I think it's when you're unable to act responsibly. I do all my heavy drinking at home...no worry about a designated driver. And I have several nights of a "no drinking" policy per week for myself...but then again it's all planned around being responsible and caring...

edited for poor grammar...I'm at home and drinking tonight!
