Yes, there are actually sizes 00. I found them at Abercrombie & Fitch. They looked like they were about the right size for, say, a 12-year-old who wanted "grownup" clothes from A&F instead of "kid" clothes from a place that uses children's sizing.

I know that sizes have changed dramatically. In high school, at about 100 pounds, I wore juniors' size 5. A few years later, still a small girl, I was wearing 3. I hadn't changed. The sizes had!
