3. Actually @ last report Cafe du Monde is dry. That side of town
on the river side is prety high ground. That also includes the Bywater. They are @ the top of the bowl (near the rim) of NOLA.
When I always expressed concern about flooding my ex used to tell me we lived in the best place in town because it was so high. We were 3 blocks off the river. Cafe du Monde is right on the river @ the levee.
