54. Yes, we have Click it or Ticket here in NC
Seatbelts are mandatory and you can be stopped expressly if you aren't wearing it.

The State Troopers drag out their Click it or Ticket campaign at the beginning of every tourist season.

The really fun thing is you can drive into some of the larger towns in NC and as you are heading into town, by the side of the road is a highway sign proclaiming the community participation response:

87% of Charlotteans wear their seatbelts! :crazy:
