rather than sending citizens abroad.

I know that they have done it for a while, but while I was teaching in Shanghai earlier this year it really was striking that many pupils had no interest whatsoever in the West.

They were learning English, essentially, to take as much business as possible away from the West, and couldn't give a toss about Western history, geography etc.

Some indoctrination has worked, but it's not so effective when your citizens are abroad by themselves.
