I'm sure you can get this dick kicked out for something. Notify your condo board. You probably have a dozen causes of action to have this guy removed, from endangering the other residents (cooking meth) to putting up swastikas (more than likely against condo rules).
I wouldn't wait for the police to do something; he could burn the building down before that happens.
