21. a cop explained this to me once
no one ever meets the police under positive circumstances-only when there's a problem. the police never stop by to say "happy birthday, the boys at the station kicked in for a bottle of wine". the cops never come by to say, "we heard you and the wife were having some problems so we thought we'd come by before it escalated and help you kids work it out."

even if you've had a positive experience dealing with the police, the situation that brought you together was probably not that positive.

no one ever calls the police to say, "things are going great, could you send someone out to enjoy it with us!"
