17. Man, I hope not
I run two webservers, a DNS server, and an email server on my $24.95 a month, 1.5mbit SBC residential DSL line. With DSL you're paying for the connection and the bandwidth, so most providers don't care what you're doing with it. If I were to switch to cable, I'd be booted offline within minutes of offering those services for TOS violations and would constantly have to worry about exceeding my transfer quotas.

Cable == Big Brother watching you.

DSL == The line is yours to do what you will.
