I went to install the newest FireFox from Netscape, and got the same message. I'm not an M$ conspiracy theorist, but you never know. I wonder if this 'signature' could be part of MS's new DMCA program?
If you trust the publisher, you're probably okay running it. Just make a backup of any critical files first.
