I heard Carl Bernstein say that in a speech about 10 years ago, and it has stayed with me. That is why they vote Democratic; they know, historically (since FDR) that the government DOES have an impact on peoples' lives, and that that impact can be positive, or part of a "Southern Strategy". The GOP power brokers know it, too, only they are the wealthy K Street lobbyists, and know where they want government to go (and it's not "smaller" - just, as with GWB, retargeted to their interests).
