96. Right you are, Lerkfish, it's a historical text.
"Judges" was the term used for elders or tribal leaders in the period before the kings. It was during the pre-patriarchal period too, so the judges could be male or female.

This person who thinks it refers to passing judgment on people is a complete loon!
