The Republicans have full control of the House and Senate; and they're going to take over the Supreme Court. It's a red herring to call Bush a lame duck because he will be more powerful in the next two years than at any other time in a president's tenure.
If this election proves to be fixed, nothing he does after January 21, 2005 will be legitimate.
