The real culprits here are her superiors. Where was the supervision?
Where were the orders *from the top* re-enforcing the need to follow international law? And by *from the top*, I mean the oval office, which is the commander in chief. If chimpy had been serious, responsible, instead of playing war games like it was some video game, this stuff would have been minimized.
