#1 -- Leo Reinbold: For gladhanding North Dakota's public utilities and the secretaries at the state Capitol -- and then resigning for "health reasons." Reinbold was a member of the state Public Service Commission.

#2 -- John Ashcroft: For going on tour to tell you why you shouldn't have your rights.

#3 -- Donald Rumsfeld: For ringleading the war on Iraq.

#4 -- Paul Wolfowitz: For being the first Republican to admit the war was a sham.

#5 -- Dick Cheney: For telling people the war was justified at the same time Wolfowitz said it wasn't.


#6 -- Rush Limbaugh: For being a hypocrite.

#7 -- Arnold Schwarzenegger: For running for governor of California and running it into the ground.

#8 -- Tommy Thompson: For continuing to fight the war against welfare and helping the nation through health scares by looking more old and diseased than any viral threat could get you to be.

#9 -- John Hoeven: For profiteering from businesses that closed down without paying their workers, and for pressing forward with the plan for a Devils Lake outlet over protestations from Minnesota, Canada, and Colin Powell. Hoeven is governor of North Dakota.

#10 -- Dubya. For being the chimp-in-chief.
