19. shooting to disable is not a sound tactic
I hold great reverance for human life, but that being said I would have pulled the trigger. The FAMs only have one thing to go off of: a guy is presenting a threat to the lifes of others. I would do what every cop is trained to do and shoot three times (the "failure drill" or two to center mass and one to the head) to elimnate the threat without putting a high quanitiy of bullets in an area with innocent people. The FAMs do not know if this guy was going to blow up people or try to commit cop assisted suicide, all they have is thier duty to protect other people.
