104. Ive watch the furor over this with some amusement
While it was very low humor, I don't think it was actionable by the dept. Its very non-PC, but As long as it was done off of city time, not clear they can be punished. Number of precedents for this, including school underground newspapers.

Another way to look at it would be: If it was political (they ran over Bush) or the Bush Twins were doing the oogling of a female police captain, would it have been OK or at least protected speech?
