What type of negative ads have they run in the past. I am sure that in past election campaigns they have had billboards that could be considered negative. If they have run/posted any such negative stuff in the past, then I would think they would need to show a specific decision which made a change in their policy. If that is the case, then I would think that they would make this known prior to accepting an ad.
