Fitz is a special counsel, not an independent counsel. He's not required to write a report unless he's directed to do so by Congress, which seems unlikely at the moment.

And don't forget that the Bush Administration still has one risky ace up its sleeve. Theoretically, any indictments have to be approved by AG Alberto Gonzales.

He is already recused from the case, but the possibility exists that the indictments could be witheld AND no report is issued.
