15. Bush may be planning on changing that law, but direct military rule in the
US is as unsustainable as it is in Iraq. The military is stretched thin now, so it is completely unfeasable. This goal of Bush's is a desperate act that will backfire on him due to the reality of the military being stretched thin.

If Bush's poll numbers were still in the 80's, he could get away with this goal, like Hitler did, but today Bush is about as popular as President John Adams was after enforcing the Alien and Sedition Act http://en.wikipedia.org/wiki/Alien_and_Sedition_Acts.

John Adams, lost popular support and was ousted by Thomas Jefferson. Also Adams' party, The Federalists, eventually went extinct due to the backlash over this Act.

While I am concerned that Bush wants to implement martial law, he won't be able to sustain it. He could also find a mutiny at his doorstep.
