Where Honore claims that it was people's choice to stay? (a paraphrase)

When I read various reports that people weren't allowed to leave NO, claims of it being their "choice" to stay are indicative of either BS or misinformation.

Nevertheless, it was just one small statement he allegedly made, and it wasn't reported as a quote. Edited to add--the news report referenced could have been coporate media spin.
