i.e., before his appearance on Leno. I believe the policy remarks that come after that "Earlier in the day," line in the article were made while "Dean campaigned in the inner city of Los Angeles, promising jobs, health care and a dialogue on race at a meeting with local leaders who have long been skeptical of politicians' promises."

Far be it from me to defend GOP tool Leno, but fair is fair.

On edit, I believe the quotes and caption CBS News added to the left of the AP story are misleading. They pulled stuff from Dean's LA stump speeches and attributed them to the Leno appearance.

Ah well, who would really expect anyone at CBS to be watching Leno instead of Dave anyway?
