The point is there are targets outside of the coasts - where someone could do great damage and cause great loss of life with very little resources - and nothing to protect them except a few rent-a-cops.

And these places are not that hard to find. All the freakin' cops on TV on the NY subway system, where a bomb might kill a few dozen people.

That same bomb could kill thousands if not 10's or 100's of thousands if placed in the right industrial facility.
