Bush on democracy...

So this morning I'm listening to NPR and the Chimperor comes on. He's all puffed up to his strident and petulant best. He's railing against the Syrians, insisting that they withdraw their troops from Lebanon. He goes on to assert that democracy cannot take hold in Lebanon while it is occupied by another country.

Help me out here, I'm just a stupid, traitorous librul that always blames America first but, why can't democracy take hold in Lebanon while they are occupied but it can take hold in Iraq while they are occupied?
