A "no" vote would have had no effect on the outcome.

They didn't accumulate any political capital by voting "no"

They REALLY want to be able to have a good relationship with the Sec of State, one in which they can talk back and forth honestly and openly, and have their ideas be given some consideration so that they can be partners in this government. A "yes" vote makes this a little more possible than a "no" vote.

In other words, they had nothing to gain by voting "no."

The hard reality of the matter is, few votes in the senate are votes of conscious. It's a nasty dirty political game and all votes mean something other than a simple yes or no on a particular issue. This is why it's so difficult for a senator to be elected to the presidency - votes on some specific measure or another can always be used against them.
