A "cosmic ray blast" causes a fog is China? Mechanism?

--an apparent reference to the fact though these events are well known to both world governments and the scientific establishments they are beyond the understanding of the general public at large."
"We all know what's happening" (but no description of what "we all" allegedly know) is a classic conspiracy theory statement. Vagueness masquerading as science.
I call bullshit.
