I don't see where the conflict with the 14th amendment comes in?
Laws against vagrancy have always existed. If they are not enforced in your neighborhood, it is because no one complains or the cops have given up on your neighborhood. I have never heard anyone question their legality before. Their morality, maybe, but they're perfectly legal. I've known plenty of homeless people, and none of them have tried to argue that trespassing is legal when they get caught. The judge is going to throw out the ticket anyway. The point is not to get their nonexistent pocket money, the point is to keep them moving along. Like it or not.
As I said, I'm conflicted about it.
