All roads lead to Rome

Many of the government's "new" programs are being run from the backbone down, which means no matter who you select, your email transmissions and web requests are subject to scrutiny/inspection at the topmost level of the internet.

If you really want to conduct a private conversation, you would wrap your own Public/Private Key system and exchange keys with friends using SneakerNet. Even that isn't guaranteed depending on which encryption scheme you use. I have no idea who has a backdoor to what anymore.
