25. I think that as a compromise
there should be the explicit sexual education courses which teaches everything from abstinence, use of birth control, diseases, etc... to the fundie classes for the ignorant i.e. abstinence only. The parents can choose which they want for their child.

And yes, sexual education should be the responsibility of the parent but not all parents will do it. Mine never did and I have pretty good parents. I certainly don't want my daughter being influenced by some ignorant guy whose parents never told him anything even if I have explained things to my daughter.
