Paul O'Neill and Swiss bank accounts on The Daily Show

One of the more interesting things that Paul O'Neill said last night on 'The Daily Show' was the comment about The Bush administration and Swiss bank accounts. Was he just making a generalization that the whole Bush administration is corrupt and that such corrupt individuals tend to hide their money in Swiss banks or do you think that he was recalling specific events when he made that comment. He has made similar comments before (scroll down to the bottom)

Per haps O'Neill is trying to point us in the direction of blowing the doors off the Bush administration by saying "follow the money" It sounded to me like he was recalling specific events when he made the 'Swiss bank account' comment.
