23. Zell
I have no idea what went awry with Zell's wiring. He was just about the most popular governor in Georgia history and he'll certainly be remembered for the GA lottery and for HOPE scholarships. He was never "liberal" per se, but he was competent and respectable. I have the feeling that he got to the Senate and decided that the only way that he could make a big splash and build a name for himself was to be this obnoxious contrarian crank. I think it was a definite case of fish/pond syndrome that just got deeper and deeper. Of course, judging my my state's Bush/Kerry electoral margin I guess he was just representing his constituents.
