They get instructions from corporate office where books are to be placed. Usually placement is bought and paid for by publishers. If the books aren't where they're supposed to be, the employees get in trouble.
Much as we hate to see the anti-Kerry books out in front, we really shouldn't rearrange books as it means more work for the bookstore employees.
