they talked to experts on Iraq and asked them what the outcome of a possible war would be? As I recall, some of them said we would end up bogged down there for 20 - 25 years and it would cost billions & billions of $$$. They pointed out that it would be next to impossible to get the different religious groups to get along etc. and strongly advised against it (as I recall).
