There are many but chief among them is the axiom Perception is reality

As long as Dems alow the Rove cabal to set the agenda, the perception of Dubya as you described will persist and he will have the support of the massive portion of the uninformed public.

Dems need to set the agenda. Dems need to define who and what Bush really is. An earlier thread talked about the Dems targeting Cheney's misdoings as opposed to Bush. This would be effective in framing a guilt by association argument.

That's just one way of accomplishing a change in public perception.
