First by voting yes, there are those that could read it being a mandate for Bush to "protect the homeland" based on the knowledge he knew. But the way I see it is that the CIA did provide adequate information with significant qualifiers, but that the administration chose to not only ignore but to hype the contrary. Does anyone else see this distinction?
