I don't think there is ANY doubt that there was collusion to make the war happen.

Defending the credibility of the administration and the rational of going to war on a trumped up claim of WMDs obviously required broad participation. Miller's published stories show she clearly was a part of that.

What is somewhat uncertain is if Miller involved herself in the destruction of Plame's cover.

Watergate taught a lesson well learned by the members of political conspiracy. The prosecuters may know who interacts with whom but know nothing if no one speaks out. Unless the conspiracists have doubts about each other the prisoner's dilemma does not arise. Regular communication among the conspirators is key to maintaining the wall of silence.
