According to CNN: "...DNA evidence links to four attacks in Prince George's County, Maryland (between 1997 and 2001); Fairfax County, Virginia (between 1999 and 2001); Leesburg, Virginia (in 2001); Cranston, Rhode Island (in 2006); New Haven (in 2007); and Prince William County, Virginia (in 2009). It has police sketches of the suspect, from the various locales."

The Dept. of Justice used the site EastCoastRapist.com to seek the public's help too.

Also, ABC describes Thomas as "6 feet tall, and as a trim black man in his 30s."
