Virginia used to be set at a 18% ROI for Vepco/Dominion Power/whatever they are calling it now
Oh and have you noticed that the power cuts off more than it used to?? Molly Ivins had a great article on the fact that just was no risk in the electricity-it was too reliable so the powers that be (pun intended) made it less reliable and more risky. This was part of the whole dereg/capitalism/how can we make another dime off this process.
