They dropped concrete from helicopters to seal the nuclear reactor after the accident. 3500 bags doesn't really sound like that much though. At 3500 pounds per bag, that's about 10,500,000 pounds, or 4,700,000 kg, which is about 2000 cubic meters, assuming sand is about 2 to 3 times as heavy as water. That would fill a void of about 300 meters long by 3 meters wide by 1.75 meters high. I think they would need more for a gap two blocks long, especially if the force of the water is continuing to erode it, which seems probable.
