81. Wonder if it has anything to do with Nagin not calling a mandatory evac.

Apparently, not calling a mandatory evac and making it "voluntary" was to save hospitals from having to evacuate. Did he make the evacuation "voluntary" the whole time preceding the storm or did he ever change his mind? Unbelieveable. Even if the Mayor didn't say anything, as a hospital administrator, wouldn't you say "Boy, I think we need to move people out"?
