They probably just threw it in a latrine bucket, as that is what the prisoners were given for the purpose as far as I recall. The implication of the statement "could be broadly defined as mishandling", is that it was some minor technical mistake. However, throwing the book into a latrine bucket could also "be broadly defined as mishandling". There is verbal misdirection going on, as usual.
