I assure you that if you were to visit the City of Prosser, you would
find that Freedom of Speech is alive and well. As your concern is clearly a school related issue, I cannot speculate on any policy or proceedure, but see that you have indeed contacted Mr. Ray Tolcacher, Superintendent of Prosser School District. Ray is the appropriate person to handle your question.
