WEST ALLIS, Wis. -- The news of mobs and beatings in and around Wisconsin State Fair's opening night spread quickly across the Internet Friday morning.

Rumors of racial attacks spread just as quickly. But the State Fair police chief said the incidents inside his jurisdiction did not appear to be based on race ...

"There were huge groups of kids," said Bryant Johnson, another vendor at the fair. "Sixteen to 18 kids, throwing what looked like peanut M&Ms at cars, sticks at cars, screaming and yelling, urinating on the front glass. It was just utter chaos."

The incidents on the fair grounds took place near the midway. But when the fair closed at 11 p.m., the incidents then spilled out into the city streets ...
