Victims' families sat stunned when Rice revealed in testimony before the 9/11 commission that an Aug. 6, 2001, CIA briefing for Bush spelled out the previously undisclosed assessment of Osama Bin Laden's desire to hit the homeland.

The document's title, "Bin Laden Determined to Attack Inside United States," does sound as though it might grab somebody's attention and spark urgent action. National security adviser Condoleezza Rice, though, spent much of her three hours before the 9/11 commission asserting that this secret memo, presented to President Bush more than a month before the assaults upon New York and Washington, was not "specific threat reporting,"
