31. I think that generally speaking, it's hard to point to one person with thyroid
disease or cancer and say that the fall out caused that particular case. The best that can be done is say for example, that in this group of people, the expectation would have been for 10 people to have cancer, and there are 100. Even then, it can only ever be a theory that it was exposure to this or that that caused the extra 90 cancers.
