This is DC remember -- if you are connected nothing's a crime. Jeebus, DC cops were out scoring drugs and hookers for Marion Barry when he was mayor, and acting as his personal goon squad. Then under former Police Chief Ramsey they evolved into arresting anti-war protestors by sweeping everyone into a park, blocking the exits and arresting everyone en masse (protestor or hapless pedestrian it didn't matter). I see not much has changed since I left that swamp. (That's not just a swipe, it IS built on a swamp).
