Once again, I would say -- stop making sweeping generalizations about a country and a culture about which you apparently know very little. No one is denying that life has been abysmal for Dalits in India for many centuries, and continues to be so for many. But to say that the Affirmative Action programs are just for propaganda value and nothing else is just nonsense.

Easy to begin to educate yourself - go to Wikipedia. Visit: http://en.wikipedia.org/wiki/Dalit_%28outcaste%29. Scroll down to the subsection entitled 'Reform Movements'. Get a preview of how life has changed for many Dalits.

Making sweeping generalizations shows a close-mindedness that should be out of place in a forum like this. On the same lines of the comments you made, I could also assert that life for African-Americans in this country seems to have changed very little - given the LA riots after the Rodney King verdict (barely a decade and a half ago), the number of African-Americans in jail as compared to whites, the fact that the murder news in many newspapers mostly seems to involve African-Americans (at least where I live), etc. etc.
