How is it "treason" if Russians spied on Americans?

It could be called treason if Americans voluntarily disclosed information to an unfriendly foreign power. On the other hand, it could also be called "idealism". Or just plain "greed". In general, it's governments who call it "treason" when someone stands up and announces that the president is a thief; others call it patriotism.
