I think that's the wrong "take". It's the Iraqi's who must succeed. If the goal is to get the country stabilized, and that we are there only to create the environment for a political solution to be able to emerge, then "we" cannot really achieve success. All we can do is help them achieve success.

What "success" or "victory" is he talking about that we can achieve?
