Watley Inc., with fraud Tuesday for participating in a scheme to use "squawk boxes" to get confidential order information from big brokerages. The action by the Securities and Exchange Commission follows a August 2005 charge by the SEC against five persons as part of the same scheme. The SEC is seeking repayment of ill-gotten gains and fines against all individuals charged.
