"Civil war" is better than "Iraqi patriotic resistance" and similar accurate descriptions.
And its not as bad if its "on the verge", see? It's the old FUD (Fear, uncertainty, doubt) routine. If it was a "full blown civil war" then it would have to be explained how that came about; with "on the verge" one can continue to stall and bloviate about how one is trying to stave off the disaster.
